Ethics of Non-governmental Organizations in Indonesia
The Non-governmental Code of Ethics for Indonesia is an ethical code containing the manifestation of cooperatively formulated principles in non-governmental practice — existence and operations, responsibility and obligation to other parties, monitoring and infringements; henceforth, developing a jointly agreed framework of conduct in which the non-governmental sector is responsible for. It is facilitated by and for non-governmental organizations established in Indonesia, providing common idealistic standards of accountability and conduct to the humanitarian initiatives.
The Code of Ethics was issued by LP3ES (Institute for Social and Economic Research, Education & Information) and the original PDF file is available for download here at Tifa Foundation. Along with the post, author has also attached a list of further document resources consisted of codes of ethics, guidelines and standards issued by non-governmental initiatives worldwide.
In addition, the role of international non-governmental sector in Indonesia, specifically on the process of disaster response, is presently governmentally supervised and regulated under the Peraturan Pemerintah (PP) No. 23 Thn 2008.

PREFACE
Whereas the freedom to form associations, the right to assemble and freedom of expression are exceedingly fundamental and universal basic human rights guaranteed by the Constitution of the Republic of Indonesia. Therefore, the association and assemblage of citizens such as in a Non-Governmental Organization is essential for the existence and well-being of mankind.
Whereas the existence of the Non-Governmental Organization is a manifestation of humanity’s responsibility in the form of freedom, initiative, equality, pluralism, solidarity, justice; and thus should at all times be safeguarded.
Whereas the existence of the Non-Governmental Organization instigates public participation and produces a vital mechanism for heightening solidarity as well as accelerates community initiatives in solving problems jointly confronted by members of the society.
Whereas the Non-Governmental Organization assumes the role of developing the potential for self reliance and raising public concern in dealing with community issues.
Whereas the Non-Governmental Organization acknowledges that the role to ensure public participation in all process of change, necessitates for a systematic and sustainable approach and phasing. Whereas the role of the Non-Governmental Organization should be exercised in a good and proper manner with complete awareness and accountability.
Therefore, we who are gathered in and represent various Non-Governmental Organizations, herewith are bound in a Non-Governmental Organization Code of Ethics that has been formulated and jointly agreed upon as a manifestation of our accountability to God, to ourselves and to our partners.
I . PRINCIPLES OF EXISTENCE AND OPERATIONS
Integrity
1. Non-Governmental Organization is an independent and self-reliant organization and is therefore neither a part of nor affiliated to state and government institutions.2. Non-Governmental Organization is a non-partisan organization and is therefore neither a part of nor affiliated to political parties and will not be engaged in any practical politics meaning actions in pursuit of power.
3. Non-Governmental Organization is a non-sectarian organization and is free from any prejudices based on all forms of differences including religion, ethnicity, race, class and gender.
4. Non-Governmental Organization is established based on a vision and mission that indisputably sides with marginalized communities and merely not in pursuit of projects.
5. Non-Governmental Organization is established based on an orientation that does not seek profits to be shared among founders and executive members, but instead to dedicate itself to the interests of mankind and humanity.
6. Non-Governmental Organization adheres to the principle of a sustainable utilization of natural resources and the environment.
7. Non-Governmental Organization in accomplishing its vision and mission will not resort to practices of corruption, collusion and nepotism.
Transparency
1. All information pertaining to the mission, membership, activities and funding of Non-Governmental Organization are fundamentally public in nature, therefore Non-Governmental Organization is obliged to report its activities and finances to be made known to the public at least once in a year.2. Non-Governmental Organization is open to each and every opinion and new initiatives that put forward the interests of marginalized communities and will engage in collaborative efforts to attain common goals.
Independency
1. Non-Governmental Organization is autonomous and free from the influences and interests of the government, political party, donor agency and business sector that can negate the independency, self-reliance and capability of the NGO in taking actions for the interests of the public.2. The position of a decision maker in a Non-Governmental Organization should not be in concurrent with other functions as a decision maker and/or interests of the same kind within the ranks of the government, private companies, political parties or other organizations in affiliation with political parties.
Anti Violence
Non-Governmental Organization in its efforts to defend, express opinion and in any undertakings directed at achieving its objectives will not resort to violent means.Gender Equality
1. Non-Governmental Organization will at all times adopt the principle of the equality of rights between men and women in making decisions and formulating organizational policies as well as in seizing opportunities.2. Non-Governmental Organization will at all times adopt the principle of gender equality and fairness in each program and activity being implemented.
Finance
1. Non-Governmental Organization is obliged to develop a financial system that ensures every amount of funds obtained is utilized according to its allocation and objective as well as guarantees its accountability to all parties.2. Non-Governmental Organization is obliged to conduct its book-keeping and reporting of financial matters in conformity with existing accounting standards that generally apply to the non-profit sector.
II. RESPONSIBILITY AND OBLIGATION TO OTHER PARTIES
Non-Governmental Organization in its relationship with external parties is based on the awareness for an exceptional sense of responsibility and obligation in the following aspects:
Relationship with Self-Help Community Groups and the General Public
1. Non-Governmental Organization should respect the integrity, enhances the self-reliance and independence of each self-help community group.2. Non-Governmental Organization should respect the culture, tradition and dynamics that exist in society and encourages the growth of local community initiatives.
3. Non-Governmental Organization should facilitate a participative and democratic leadership in society.
4. Non-Governmental Organization should assist in facilitating the development and management of resources, strengthens programs and organizational capacity as well as intensifies network and cooperation between self-help community groups with the general public.
Relationship with the Government, Private Sector and Donor Agency
1. Non-Governmental Organization is open to relationships and cooperation forged with the government, private sector, donor agency and other international institutions in efforts to accomplish its vision and mission.2. Non-Governmental Organization in its relationship and collaboration with other institutions should abide by the principles of equality, openness, partnership, mutual respect and professionalism.
Relationship with other NGOs
1. Non-Governmental Organization should acknowledge the diversity of NGOs and therefore recognizes the existence of NGOs that demonstrate clear commitment, genuine concern, definite programs and activities that are of benefit to the public.2. Non-Governmental Organization should nurture solidarity and cooperation based on the underlying principle that partnerships facilitate the empowerment of society among NGOs.
3. Non-Governmental Organization should foster cooperation in the effort to develop a standard for professionalism based on dedication and sincerity in providing services to the public.
4. Non-Governmental Organization should constantly aim to pool resources with other NGOs in upholding the values of democracy, protection of human rights, preservation of the environment and natural resources.
Relationship Directed at the Development of NGO Staff and Personnel
1. Non-Governmental Organization is an instrument for self-development both on an individual and collective basis.2. Non-Governmental Organization should develop a participative and democratic management.
3. Non-Governmental Organization should improve on the transparency and accountability of the executive and managerial board to its staff and personnel.
4. Non-Governmental Organization should guarantee access to information required for decision making at all managerial levels.
5. Non-Governmental Organization should develop the principle of providing just compensation and constantly heightens the well-being of its staff and personnel.
III. MONITORING AND INFRINGEMENTS
Infringements and Sanctions
1. Non-Governmental Organization that is bound to the Code of Ethics and has proven to commit a breach on regulations as governed in the Code of Ethics will be liable to sanctions.2. Mechanism and form of sanction imposed on the Non-Governmental Organization that has infringed on regulations stipulated in the Code of Ethics will be determined later by a Non-Governmental Organization Ethical Board that has specifically been appointed and given the authority for such purpose.
Principles of Monitoring
1. Definition for the NGO Code of Ethics must be interpreted into its framework as well as in association to its spirit and morale.2. Implementation of the NGO Code of Ethics should be carried out by each NGO component, both at the individual and organizational level.
3. Upholding the NGO Code of Ethics should be carried out by each component i.e. activists and institutions.
4. Monitoring of the NGO Code of Ethics should be carried out by the Board of Ethics as mentioned above.
Implementation of Monitoring
1. A Non-Governmental Organization Association is established to implement and uphold the Code of Ethics.2. The Non-Governmental Organization Association is obliged to reprimand its members who have been proven to violate the Non-Governmental Organization Code of Ethics.
3. In carrying out the monitoring activity, the Non-Governmental Organization Association has formed the Non-Governmental Organization Ethical Board to resolve infringements of the Code of Ethics committed by each member.
4. The Ethical Board may offer specific recommendations to the relevant NGO Association concerning the implementation, upholding and monitoring of the NGO Code of Ethics.
5. The Non-Governmental Organization Ethical Board is responsible for determining the form or weight of sanction imposed by the Non-Governmental Organization Association on its members who have been proven to breach the Code of Ethics.
V. CLOSING
Upon the thorough discussion and agreeing upon the content of the Non-Governmental Organization Code of Ethics, we the undersigned, voluntarily and with absolute awareness will exercise the Code of Ethics in our respective organization and socialize it to other Non-Governmental Organizations as the Code of Ethics is in fact, receptive in nature to be accepted and implemented by the NGO community.
The Non-Governmental Organization Code of Ethics is agreed upon and endorsed for the first time during the Non-Governmental Organization meeting and subsequently an evaluation of its implementation will be carried out as well as any improvements will be made periodically when considered necessary or proposed by half plus one members of the Non-Governmental Organization.
